ਦਿੱਲੀ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਨੇ ਕਥਿਤ ਆਬਕਾਰੀ ਨੀਤੀ ਘਪਲੇ ਤੋਂ ਸਾਹਮਣੇ ਆਏ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਮਾਮਲੇ ਵਿਚ ਕੇਂਦਰੀ ਜਾਂਚ ਬਿਊਰੋ (ਸੀ.ਬੀ.ਆਈ.) ਵਲੋਂ ਉਨ੍ਹਾਂ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਵਾਲੇ ਹਾਈ ਕੋਰਟ ਦੇ ਫ਼ੈਸਲੇ ਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿਚ ਚੁਣੌਤੀ ਦਿੱਤੀ ਹੈ। ਦਿੱਲੀ ਹਾਈ ਕੋਰਟ ਨੇ 5 ਅਗਸਤ ਨੂੰ ਇਸ ਮਾਮਲੇ ‘ਚ ਕੇਜਰੀਵਾਲ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਨੂੰ ਜਾਇਜ਼ ਠਹਿਰਾਉਂਦੇ ਹੋਏ ਬਰਕਰਾਰ ਰੱਖਿਆ ਸੀ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਸੀ.ਬੀ.ਆਈ. ਦੀ ਕਾਰਵਾਈ ਬਦਨਾਮੀ ਤੋਂ ਪ੍ਰੇਰਿਤ ਨਹੀਂ ਹੈ ਅਤੇ ਉਸ ਨੇ ਇਹ ਸਾਬਿਤ ਕੀਤਾ ਹੈ ਕਿ ‘ਆਪ’ ਸੁਪਰੀਮੋ ਕਿਵੇਂ ਉਨ੍ਹਾਂ ਗਵਾਹਾਂ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰ ਸਕਦੇ ਹੋ, ਜੋ ਉਨ੍ਹਾਂ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਦੇ ਬਾਅਦ ਤੋਂ ਹੀ ਗਵਾਹੀ ਦੇਣ ਦੀ ਹਿੰਮਤ ਜੁਟਾ ਸਕੇ। ਮਾਮਲੇ ਨਾਲ ਜੁੜੇ ਇਕ ਵਕੀਲ ਨੇ ਸੋਮਵਾਰ ਨੂੰ ਦੱਸਿਆ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ‘ਚ ਪਟੀਸ਼ਨ ਦਾਖ਼ਲ ਕੀਤੀ ਹੈ। ਹਾਈ ਕੋਰਟ ਨੇ ਕੇਜਰੀਵਾਲ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਬਰਕਰਾਰ ਰੱਖਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਨੂੰ ਨਿਯਮਿਤ ਜ਼ਮਾਨਤ ਲਈ ਪਹਿਲਾਂ ਹੇਠਲੀ ਅਦਾਲਤ ਦਾ ਰੁਖ ਕਰਨ ਲਈ ਕਿਹਾ ਸੀ। ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਦੇ ਰਾਸ਼ਟਰੀ ਕਨਵੀਨਰ ਕੇਜਰੀਵਾਲ ਨੂੰ ਇਨਫੋਰਸਮੈਂਟ ਡਾਇਰੈਕਟੋਰੇਟ (ਈ.ਡੀ.) ਨੇ ਦਿੱਲੀ ਆਬਕਾਰੀ ਨੀਤੀ ਨਾਲ ਜੁੜੇ ਮਨੀ ਲਾਂਡਰਿੰਗ ਮਾਮਲੇ ‘ਚ 21 ਮਾਰਚ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਸੀ। ਹੇਠਲੀ ਅਦਾਲਤ ਨੇ ਇਸ ਮਾਮਲੇ ‘ਚ ਉਨ੍ਹਾਂ ਨੂੰ 20 ਜੂਨ ਨੂੰ ਜ਼ਮਾਨਤ ਦੇ ਦਿੱਤੀ ਸੀ। ਹਾਲਾਂਕਿ, ਹਾਈ ਕੋਰਟ ਨੇ ਹੇਠਲੀ ਅਦਾਲਤ ਦੇ ਫ਼ੈਸਲੇ ‘ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ 12 ਜੁਲਾਈ ਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਕੇਜਰੀਵਾਲ ਨੂੰ ਮਨੀ ਲਾਂਡਰਿੰਗ ਮਾਮਲੇ ‘ਚ ਅੰਤਰਿਮ ਜ਼ਮਾਨਤ ਦੇ ਦਿੱਤੀ। ਦਿੱਲੀ ਦੇ ਉੱਪ ਰਾਜਪਾਲ ਵੀ.ਕੇ. ਸਕਸੈਨਾ ਨੇ ਅਗਸਤ 2022 ‘ਚ ਆਬਕਾਰੀ ਨੀਤੀ ਦੇ ਨਿਰਮਾਣ ਅਤੇ ਲਾਗੂ ਕਰਨ ‘ਚ ਬੇਨਿਯਮੀਆਂ ਅਤੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੀ ਸੀ.ਬੀ.ਆਈ. ਜਾਂਚ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਸਨ, ਜਿਸ ਦੇ ਬਾਅਦ ਇਸ ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਸੀ.ਬੀ.ਆਈ. ਅਤੇ ਈ.ਡੀ. ਦਾ ਦੋਸ਼ ਹੈ ਕਿ ਆਬਕਾਰੀ ਨੀਤੀ ‘ਚ ਸੋਧ ‘ਚ ਬੇਨਿਯਮੀਆਂ ਵਰਤੀਆਂ ਗਈਆਂ ਅਤੇ ਲਾਇਸੈਂਸ ਧਾਰਕਾਂ ਨੂੰ ਗੈਰ-ਕਾਨੂੰਨੀ ਲਾਭ ਪਹੁੰਚਾਇਆ ਗਿਆ।
