Prime Minister Narendra Modi has made lakhs of claims not to allow reservation to end during his lifetime, the central government does not hesitate to bypass reservation where the stake is high. The Union Department of Science and Technology recently announced the results of the interview held in August for hiring officers on contract under the Young Professional (YP) scheme without reservation rules. It said that six officers were to be appointed, but four were found eligible for appointment. Earlier, the central ministry was appointing officials under lateral entry by bypassing the reservation rules, but stopped this method due to strong opposition. Now the Niti Aayog is resorting to the YP scheme created five years ago. In this scheme, there is no condition for permanent and temporary appointments under 15 percent, 7.5 percent, 27 percent and 10 percent quota of SC, ST, OBC and EWS (Economically Weaker) candidates respectively. Recruitment is done on direct contract basis. The Department of Science and Technology says that these appointments with 70-70 thousand rupees per month are on a one-year contract and are different from temporary appointments.
Under the scheme of NITI Aayog, reservation is not being bypassed only in this way, many departments and autonomous bodies are also hiring consultants on contract, most of whom are retired officers.
